FOR POSTING: UFT426 Sections 1 and 2 and Background Notes

These are the first two sections of UFT426, which evaluates ECE2 theory with the Hamilton Jacobi system of dynamics to find the action. The quantum of action is the reduced Planck constant. It is particularly important to consult the notes for this paper, the notes contain extensive background detail on the HJ dynamics. Section 3 for this paper is also a particularly important numerical analysis of the Hamilton equations of 1833, inferred by my Civil List predecessor Rowan Hamilton (Sir William Rowan Hamilton, Andrews Professor of Astronomy in Trinity College Dublin, and Astronomer Royal of Ireland). Carl Gustav Jacobi was one of the most important mathematicians of the early to mid nineteenth century.
