I advise caution about this journal because it has published incorrect material by known e mail harassers and abusers. The impact index in 2009 of the A series was a low 0.34, and the B series 0.664. So no one reads it essentially. Its impact is negligible compared with that of the ECE websites, this is because it is known to have published incorrect material and to have disallowed a reply. I advise against subscribing to this journal and against publishing in it. It used to be a fairly distinguished journal but is no longer that.
